Why is it so important to remain silent during the drills?

It's a chaotic situation, so the more silent it is for the teacher, the person commanding the situation, the better.

Why are cell phones not allowed to be used in the classroom?

They're a distraction, and they can be used to create huge problems from cyberbullying, to social media harassment; there are too many drawbacks to count.
