Explain how to vote on a draft reso
- two rounds of for/against/to the point
- simple majority to pass, subtract abstentions from quorum
Name three ways to encourage new delegates to speak/ get debate flowing if it becomes stagnant/ keep delegates engaged
- use a supplemental resource
- pose a question or a topic for a mod
- use a "new person only" mod or a whip
- incentives
- use chair's discretion and take a productive break (ex. a stretching break, or a break to pass around the jar)
Explain the amendment process
- Delegates submit amendments in a note to chairs
- Friendly amendments are accepted by the sponsors of the draft reso
- Unfriendly amendments are read aloud by chairs, one round of for/against, then simple majority to pass
- All done prior to entering voting procedure
Explain what right of reply means and how it is used
Delegates may use this right if their country has been directly called out in an insulting manner. A delegate may ask for this right or chair's can use discretion in offering the right.
Explain the difference between simple majority and 2/3 majority and also how abstentions affect those numbers
Simple majority: 50% + 1
2/3 majority: 2/3 of quorum, round up
Abstentions are subtracted from the quorum and simple majority and 2/3 majority are calculated from the new quorum.
Explain how to enter voting procedure
- two rounds of for/against, 30 second speaking time
- 2/3 majority vote
- kick out advisors, bar the doors
Explain the responsibilities you have over your pages
- do not lose them
- keep in constant contact with them especially during meal breaks
- make sure your pages are being respectful and on task
- respond to any notes that pages deliver to the dias promptly
