Ask the operator to describe the threatening behavior.  A service animal may bark to alert their person, and this can be perceived as aggressive or threatening behavior to someone who is afraid of animals.  If the animal is displaying threatening behavior, have the operator inform the passenger that their service animal must be under control or that it cannot continue on the trip.
