No, this is a programmatic complaint. It is about DRC services, not staff behavior.

Gate A is most appropriate.
However, this is a serious misconduct and if you do not trust that the in-country CoCRM is safe you can always report to Gate B.

This is very serious. If a DRC staff who has signed a confidentiality declaration reveals any of the confidential information this person will face dismissal

This is more complicated. Your manager must be informed and the situation properly assessed. Your colleague must be made aware of the potential abuse of power as well as potential conflicts of interest. There is also the risk that the community will regard the person as biased.
