It is now 3:00 PM, and I submitted for pre-approval a second time to sell my shares of APPLE and was approved. Even though I was denied approval this morning, I am still allowed to execute the trade since I was approved at 3:00 PM.

Yes. Your approval is only valid from the time the approval is received until the close of the market on which you are executing the transaction. Approvals for transactions on foreign exchanges that may be in a different time zone are only valid until the next close of that market.
