A Plant Fault means that Watchtower has determined an out of spec signal pattern indicative of a main line problem. A Priority Plant Fault is a Plant Fault with overlapping correlated trouble calls. This means there are 3 or more trouble calls within 30 meters of a modem defined as a plant fault.
