When did the everlasting covenant/Abrahamic Covenant begin?
The adjective everlasting denotes that this covenant existed even before the foundation of the world! The plan laid out in the Grand Council in Heaven included the sobering realization that we would all be cut off from God’s presence. However, God promised that He would provide a Savior who would overcome the consequences of the Fall.

SCENARIO:
Imagine that a friend has learned about the troubling signs that will precede the Savior’s Second Coming. Scenario:
Tom is a good young man and generally faithful priesthood holder. Last night, though, he and his girlfriend let things get out of hand and they broke the law of chastity together (a serious sin). He feels awful, that surely God wants nothing to do with him, and that there is no way to go to heaven now.
Because God has 'hesed' for those who have covenanted with Him, He will love them. He will continue to work with them and offer them opportunities to change. He will forgive them when they repent. And should they stray, He will help them find their way back to Him.
Once you and I have made a covenant with God, our relationship with Him becomes much closer than before our covenant. Now we are bound together. Because of our covenant with God, He will never tire in His efforts to help us, and we will never exhaust His merciful patience with us. ... Making a covenant with God changes our relationship with Him forever.
