CQI IS:
Data Informed- Systemic - Proactive - Inclusive -Holistic.
Metrics that capture the experiences of a group of children at a specific moment in time, such as
the average age of children in care on the last day of the Federal fiscal year. While useful as a
descriptive measure, there is general agreement in the literature that point-in-time measures are
not suitable for monitoring changes in performance over time (Chapin Hall, 2012).
Point-in-time Measure (Child Welfare Example)
The number that is calculated by summing the values of the group and then dividing by the number
of observations. For example, you can calculate the average length of stay in ORR care by adding up
all their lengths of stay and then dividing that number by the number of children in ORR care.
Mean (Average)
The use of available facts or information to determine the correct course of action. For ORR’s
purposes, this involves using evidence to design, implement, and improve programs and interventions.
It combines knowledge from research, practice, and the experiences of those in the practice.
Evidence-informed (EI)

The first step in identifying and understanding a problem through basic descriptive data. Provide information about what happened or offer basic insights into your data set.
Descriptive Analyses
The process of breaking data into parts to examine by subgroup or components. For example, breaking
the entire group of children into different demographic sub-groups to analyze trends in ORR Care
Disaggregation
Individuals who have an interest in the outcome of a change initiative. They may or may not have a direct role in the change and implementation process.
Stakeholders
An iterative, structured approach to understanding the underlying reasons for a particular problem. This
method is logical and act-based, avoiding speculation, and delves deeply into the chains of events that cause errors (Quinn, 2016).
Root Cause Analysis (RCA)
A situation or condition that requires change to meet ORR priorities. ___________may highlight identified
needs or opportunities to build on successes, aiming to improve agency or system functioning and
outcomes.

A well-defined solution or approach that has shown potential, through rigorous evaluation, to
