ANSWER: Rewrite/MOOS Toolkit FAQ:
The Rewrite Authority Tool also reviews the agency status code, among other qualifiers, for us to be able to rewrite on the agent's behalf. (Example: In DDB, if the agent status code is not a "Q" in an acceptable prefix, we cannot rewrite on their behalf, even if rewrite authority shows a "Y".) If the Rewrite Authority Tool does not advise we have rewrite authority for an agency code, then we are unable to rewrite under that agent code. Checking DDB can be used to look for an alternate code assigned to an agency. If there is an alternate code, run it through the tool to check for rewrite authority.
