The European Council sets overall political guidelines and priorities for the EU. It consists of the HEADS OF STATE OR GOVERMENT from the 27 member countries. However, it does not directly adopt EU legislation. 

The Council of the European Union (often referred to simply as “the Council”) negotiates and adopts EU legislation. Composed of NATIONAL MINISTERS from each member state, the Council works closely with the European Parliament to shape policies and coordinate actions across various areas.
