Albert Fall, the interior secretary of the united states was leasing petroleum reserves designated for the navy at the Teapot Dome in Wyoming. He was selling them to private companies for exceptionally cheap rather than auctioning them off to the highest bidder. Secretary fall was convicted for accepting bribes from these companies but no one was convicted for paying the bribes.
