An eligible hourly associate who works 8+ hours on a holiday is paid this; and a salaried manager who works the holiday instead gets this.

Hourly: time-and-a-half for the day (8 hours guaranteed either way). Managers: no extra pay, but 30 days to take a substitute day off, approved in advance.

The general rule on gifts: associates may not solicit or accept gifts, cash, or favors that could do this to their business judgment — though modest, customary courtesies may be okay.
