Does something in my artwork have to actually be moving to show the principle of "movement?"

No, something does not have to be moving to show movement. 

You can have 3D artwork that does physically move like a sculpture with moving gears, for example, but you can also have elements of your artwork that allow for eye movement. For example, wavy lines, rolling hills or bumps, a picture of movement frozen in time, etc.

If I am creating a design over a background image, what are the first two things I should do to that background layer?

1. Duplicate it 

2. Lock the original 

(then if you need to, you can click the eyeball off the background layer and just have it there for reference to the original image when needed)

If I have various parts to a design I am creating, what is something important to keep in mind regarding the layers?

You should break up your artwork by various layers depending on what you are creating and what tools you are using. 

Another possible answer would be to keep in mind that the layers at the top of the layers panel can be moved below if you need something to appear behind something else. 

Also, keep in mind that you can turn the eyeball on and off, so you don't really have to delete layers, just turn the eyeball off and that way when you submit your .psd, I can see that you tried different things before you reached your final result.

If I submit something after the original due date, what do I have to do in order for it to be graded?

I just created a shape. How can I rotate it on its side?

Go to "Edit," then "Free Transform" (or "transform"), hover over the edge of the shape with your mouse, then when you see the rotation arrow, click and drag to rotate. 

If you do "transform," there are options you can select that say different rotation options. 

Either would work fine for this scenario.

Name 2 elements of art that you think are important when creating a logo or design that is meant to draw someone's attention? Why/how are those 2 elements important in this scenario?

Example: Color and Line because if you use strong, recognizable colors like orange and purple for Dunkin Donuts, that would most likely get's someone's attention much easier than colors like brown and grey. If your design has bold lines then that draws the viewers eye to it.

Yes, value can certainly be shown with colors. For example, variations of the color purple from dark purple to lavender.

When you have the same element repeating around in a circular manner. If you were to cut something with radial symmetry in half, it would be symmetrical no matter where you made the cut. 

For example, a rose window, a starfish, the target logo, etc.

If on Photopea I am drawing a cartoon version of myself with colors accurate to real life, and basing it off of a photograph of me, what is the most efficient way I can find/get the color of my actual skin tone to use for my drawing?
If not already in Photopea, open the photograph I am basing my drawing off of into Photopea, go to the color picker, click outside the color picker on my face in the photograph, and that will load my true skin color into the color picker. Then I can go back to the tab in Photopea where I am working on my drawing and use that color to do the coloring of my face because that is now loaded into the color picker.

Composition is the arrangement of objects within the frame. An interesting composition typically does not have the focal point of your artwork right smack in the middle of the piece.
