Cardiac Arrest - The WHOLE heart and brain aren't receiving any blood and the person is unconscious with no pulse, meaning that they do need CPR  

Heart Attack - A PART of the heart doesn't receive blood flow and oxygen because of blockage, so the person is still conscious, meaning you have a pulse and don't need CPR

What is the reason people get addicted to cigarettes?

The reason is because when people smoke, nicotine is released. Nicotine contains dopamine, which is a chemical that makes you feel happy. However, this type of happiness is only there for a limited amount of time and you'd need more cigarettes/ nicotine/ dopamine to continue feeling this happiness.
