The primary president may assign a member of the presidency to help parents prepare their child for baptism. She may assign another member to help parents with temple and priesthood preparation for their child.

Who attends teacher council meetings? And when can these teacher council meetings be held?

Each ward should hold quarterly teacher council meetings. 

Primary teachers can attend on any Sunday, as determinded by the ward primary president and sunday school president. If desired, primary teachers may meet seperately. This can happen:

-during the 20-minute singing time

-before or after sunday meetings

- or another day of the week

According to the handbook, leaders track goals or progress for the children as they work on their personal development.

No - leaders do not track the children's goals or progress. Leaders are to offer support as needed.

Primary president. 

As a leader, you have the responsibility to "meet with newly called teachers" in your organization and "help them prepare for their calling".

No. Leaders and teachers should not take children into the restroom.

Leaders and teachers should encourage parents to take their children to the restroom before primary. 

During primary, a young child must be taken to the restroom by a parent or legal guardian.

Does the primary music leader give a message or lesson?

The primary music leader should not give a standalone message but should purposefully teach the gospel through music. 

The focus should be on helping the children learn the doctrine and gospel message of each song.

During singing time the primary presidency gets a break

No. 

When the primary music leader begins his or her portion of the meeting, singing time becomes an opportunity for the Primary presidency to provide examples for the children through their own participation. 

They can sit with children, minister to them, sing with them, and respond to their needs.
