Both of them... the פסוק says לא תקיפו... the word תקיפו, round, is plural
Which two איסורים are connected to shaving a beard?
לא יגלחו - don't shave the beard hair
לא תשחית- don't destroy the beard hair

You're allowed to have water before davening because it's not גַאְוָה, hot headed
Tea and coffee are fine כְּדֵי, in order, לְכַּוֵן, to concentrate on davening more
Best to wait until finishing שמנה עשרה
Some are מיקל to say ברכות in the morning, and then eat

The neck... it's definitely not one of the 5 areas of the beard listed as אסור in the גמרא

Women aren't חַיָיבְוֹת, obligated, in payos

It's only אסור when both איסורים are done at once
״לֹא יְגַלְחוּ״ (וְיִקְרָא כא:ה), יְכוֹל גִילְחוּ בְּמִסְפָּרַיִים יִהְיֶה חַיָיב, תַּלְמוּד לְוֹמַר ״לֹא תַשְׁחִית״ (וְיִקְרָא יט:כז). יְכוֹל לָקְטוּ בְּמִלְקָט וּבְּרְהִיטָנִי יְהֵא חַיָיב, תַּלמְוּד לְוֹמַר ״לֹא יְגַלְחוּ״. הָא כֵּיצָד? גִילְוּחַ שְׁיֵש בָּה הַשְׁחָתָה. הַוֵי אְוֹמֵר זֶה תַּעַר.
One איסור is לֹא יְגַלְחוּ, don't shave... the problem would be מספריים, scissors.
Another איסור is don't destroy the beard... the problem would be the gardening tool.
The only real issue is when you have both איסורים at once... through a real תַּעַר, razor.
