Extraordinary = Official teachings on faith or morals that are spoken infallibly by the pope, or proclaimed at a council. Examples include defining dogmas such as the real presence of Jesus in the Eucharist, etc.
We are more obligated to follow extraordinary exercise of the magisterium because they are specific, official teachings on faith and morals.
