It should be reported as leased, any percentage of a leased tank overrides any percentage of an exclusive tank.

Since there is no plan for maintenance to occur within 90 days, the tank should not be included in storage capacity.
A company is constructing a new tank that is expected to be operational on October first, how should this be reported for September storage capacity?
It should not be included, any tank that is under construction should not be reported, even if it is scheduled to be completed within 90 days of the report date.
