A voter does not have an acceptable form of identification.  Can the voter vote?  

The voter can vote if they complete an ID confirmation statement.  If they refuse to sign this form, voter must voter provisional.

A voter decides not to vote after receiving a ballot and attempts to leave precinct with ballot.  Can a voter leave the precinct with a ballot?  

No.  Any voter leaving the precinct with a ballot shall be guilty of a Class 1 misdemeanor.  24.2-1011

 How does the ballot officer know which ballot to give a voter?


Look at voter check-in statement.  Can also confirm with voter before issuing ballot.

Can 17-year-olds voter in the March 5, 2024, primary?

If they will be 18 on or before the next General Election they can vote.

The electronic pollbook (EPB) goes down and cannot be quickly remedied.  What should you do?


Use paper pollbooks.  Voters who have already voted should be marked as already voted.  Important to keep paper pollbook marked in a timely manner.

Are observers allow to watch after 7:00 pm and the last voter has cast their ballot?  


Yes.  However, observor cannot leave until results have been reported to the GR Office

Voters vote a provisional ballot when their voter registration or voting qualifications are in question.  

The EB determines if a provisional ballot counts during their provisional ballot meeting after the election.
