Core Practice Model
This is a statewide effort, led by the counties, to develop and implement a framework to support child welfare practice and allow child welfare professionals to be more effective in their roles. It is intended to guide practice, service delivery, and decision-making.
Core Practice Model
A report determined by the investigator to be: false, inherently improbable, involve accidental injury, or not to constitute abuse or neglect as defined above.
Unfounded
These are held with the purpose of allowing for the team input and information sharing regarding overall case decisions, case plans, and concurrent planning prior to transferring the case to the next unit.
Case Plan Review (CPR)
This assessment provides structured information concerning the danger of immediate/serious harm/maltreatment to a child and guides the decision about whether the child may remain in the home with no intervention, may remain in the home with safety interventions in place, or must be protectively placed.

Contact notes need to be completed in this timeframe.

Engagment
A report determined by the investigator to constitute child abuse or neglect as defined above, based upon the evidence that makes it more likely than not that the abuse or neglect, as defined, occurred.
Substantiated
This meeting is held once a month to discuss expectations, identify unit goals, and discuss unit procedures.
Unit meeting
This is a list of 10 critical threats that must be assessed by every worker in every case. The threats cover the kinds of conditions that, if they exist, would render a child danger of immediate, serious harm.
Safety Threats
Respond to all emails and voicemails in this timeframe.
24 hrs
By using this practice element, we explore well-being, family relationships, natural supports, and safety concerns.
Inquiry/Exploration
The negligent failure of a person having the care or custody of a child to provide adequate food, clothing, shelter, medical care, or supervision where no physical injury to the child has occurred but the child is at substantial risk of suffering serious physical harm or illness. “General neglect” does not include a parent’s economic disadvantage.
General Neglect
These meetings are held twice a week and are informal to ease communication and stay connected.
Huddles
This plan identifies families with low, moderate, high, or very high probabilities of future abuse or neglect. This is required for all substantiated and inconclusive referrals.
Risk Assessment
A visit that must be completed when referrals are deemed inconclusive or substantiated and remain open past 30 days.
Compliance Visit
We demonstrate this practice element by working in partnerships with families, communities, tribes, and other professionals and service providers working with the family.
Teaming
a situation where any person willfully inflicts upon any child any cruel or inhuman corporal punishment or injury resulting in a traumatic condition. It does not include an amount of force that is reasonable and necessary for a person employed by or engaged in a public school to quell a disturbance threatening physical injury to person or damage to property, for purposes of self-defense, or to obtain possession of weapons or other dangerous objects within the control of the pupil, as authorized by Section 49001 of the Education Code.
Unlawful Corporal Punishment (physical abuse)
Child welfare agencies are required to have this in order to deliver a family-centered approach to assess, plan, intervene, monitor, and refine services over the course of the departments involvement with the family.

We demonstrate this practice element by working to achieve positive outcomes for children, youth, young adults, and families in the areas of safety, permanency, and well-being.
Accountability
A report determined by the investigator not to be unfounded and there is insufficient evidence to determine whether or not abuse or neglect, as defined above, occurred.
Inconclusive
This meeting allows social workers to come together to discuss policies and procedures and make agreements on changes that need to be made.
Workload Group
This plan must include the following:
- identify the safety threat with clear language for the family to understand
- detailed information on the safety intervention
- who is participating in the plan and their role
- Signatures for family members, the worker, and the supervisor.
