Because the government was made up of members of different political parties (SRs, Cadets, liberals, and Mensheviks). This meant that it was hard to make decisions on how to rule russia. Also, the government was against the idea of peasants owning land and the withdrawal from the war against Germany.

Trotsky (commissar for foreign affairs) enforced conscription on men over 18 years and deserters were shot. Also, the whites were divided in there aims, some wanted to restore the Tsar, some wanted a constitutional government, all they had in common was that they want a revolution which weakened them. However, the reds had one goal - the survival of the communist government.
