They become more reactive because as you move down each level, the outermost electrons become further away from nucleus and since these metals want to lose electrons, it is easier for these electrons to be pulled off as they are not attracted as much to positive nucleus.

They decrease because: Ionization Energy - because becomes easier to pull outermost electron off because atoms are becoming larger and the electron(s) are further away from (+) nucleus and aren't attracted so well. Electronegativity - smaller the atom, closer its nucleus can get to another atom's outermost electrons.
