The railroads across Canada wouldn't help them because they are an island. The Fenians and the threat of an American takeover don't apply to them because they aren't near the border. If someone were to attack them, the British Navy (which is second to none) will protect them. Therefore, if they joined, they would have to help pay for things that wouldn't benefit them.
