There are many parts to this question.
The bell chimes for 20 minutes because that's how long it takes to chime 101 times, one chime for each original student of the college at it's founding.
Originally, the chiming was to signal that the college's gates were closing for the night, and so any student still outside had best be heading back inside. This was at midnight, but as the chimes rang on for so long, Christ Church students had an extra 20 minutes to make it back.
To avoid noise pollution and disruption late at night, the timing of the chimes was moved back to 21h Oxford time, which is 5 minutes faster than BST, and that is why it chimes at 21h05.
