A bill is presented in the House of Representatives of Senate.  It is discussed and voted on.  If it passes it goes to the other house of congress.  When both parties agree on the same bill it goes to the President of the United States.  If he signs it, the bill is a law.  If the president does not sign it, he has vetoed the bill.  Congress may vote again.  if 2/3rd of those who vote agree, they can overide the president's veto and the bill becomes a law.
