You have 2 TLs, no TLCs, 4 intermediate riders. The ponies spook and 3 of your riders fall off with their ponies running off.

1 rider hit their head and you suspect a concussion and is unable to ride again. 1 rider is scared and freaking out.

All other riders are physically fine but shaken.

What immediate steps should be taken?

Do not be afraid to call for help!!! (VP/P/trek bookings/emergency serverces/H&S/other TLs) - remember there are always people there to support

Ponies priority for last (unideal but can release your own ponies if you need both TLs available)

Last trekker can dismount if they prefer as well

Check on the fallen riders, assess which riders are physically fine and which are not

you can take your time, try to reassure the riders, ask if they want to walk back, call anyone, how they're getting home, fill forms, inform VP/P/Trek Bookings what happened, follow up in 3 days

Cancel future rides in the day
