This regulation sets forth the New York City Department of Education’s Anti-Discrimination and Anti-Harassment policy governing the conduct of the elected and appointed members of the Community  

and Citywide Education Councils and establishes a procedure for the filing and resolution of  

complaints of violation of this regulation.

This regulation sets forth the composition of the New York City Board of Education (known as the Panel for Educational Policy or the Panel) and qualifications of its members and establishes a process for the election and removal of the Panel members elected by presidents of the Community Education Councils. It also sets forth procedures for filling vacancies in such positions.

This regulation provides the rules and procedures that must be followed for the naming and renaming of public schools. It also specifies the rules and procedures to name designated areas of a public school in honor of a donor or grantor or in honor of a deceased person special to the local school community. School facilities, in whole or part, may not be named or renamed under any procedure that deviates from this regulation. Schools may not be named or renamed after living persons. Other than to recognize a grant or donation, particular areas of schools may not be named after living persons
