I used place value to determine number placement. I determined which number was the greatest and which was the smallest and how the rest fall in between. Then I wrote them in order from greatest to least.

When rounding 246.98 to the nearest tenth, the 8 telling the 9 to round up. If it rounds up it would become a 10, which would make the number go to the next whole because 10/10 is one whole. That would make the number 247 when rounded.
