What do hearing aid dispensers do? 

An audiology assistant is a person who can perform tasks directed, and supervised by a certified and/or licensed audiologist. There are limitations to what an audiology assistant can do. For example, they cannot interpret hearing tests. 

Hearing aid dispensers specialize in the selection and fitting of hearing aids.

What does it mean that the cochlea is tonotopically organized? 

Different parts of the cochlea have receptors and hair cells that are activated by either high-frequency tones or low-frequency tones. High-frequency tones have their greatest effect at the base and the low-frequency tones at the apex of the cochlea.
