Satire is the use of humour , irony, exaggeration, or ridicule to expose and criticize people's act in order to teach. 

It is used in the story because Valenzuela was mocking the dictatorship government back in the days and most importantly, criticizing the people who were against the government's moves and actions , yet they got brainwashed and supported them unintentionally.
