Yes, because if you round to the nearest tens place, the digit "9" becomes "10." Since each place only holds one digit, then you have to put a "0" in the tens and add the "1" to the hundreds. That changes the "9" in the hundreds to "10". Then you have to put a "0" in the hundreds place and add a 1 to the thousands place. It becomes 2,000.
