Move the victim into a warmer area (tent/building), you can use skin to skin contact to warm up the affected area (ex. placing a frostbitten hand under your arm pit where your body is naturally warmer)

Offer them cool water, let them sip it, not chug it
Get them somewhere cooler if possible

How do you treat someone having an allergic reaction and going into anaphylactic shock?
If they have an epi-pen with them, you can use that to help them (remember blue to the sky, orange to the thigh)
Also call 911 because the medication in epi-pens only help temporarily
First try bandages and continue to layer them on top of one another. If the victim is losing too much blood, then you may have to apply a tourniquet, but when doing this make sure to record the time and call 911

Grab it as close to its mouth as possible and gently pull it out the same way it went in in order to remove it's head fully.
