The hour hand is the short hand. The minute hand is the long hand. At 2:30, the minute hand is on the 6 and the hour hand is halfway between the 2 and the 3. You know it's 2:30 (not 1:30 or 3:30) because you look back to the smaller number, and 2 is smaller than 3. Also, it hasn't gone past the 3:00 hour yet so it can't be 3:30.
