Electrons move toward protons b/c they are attracted to them. Cloud to cloud means that one cloud has more protons than the other, so the electrons travel to that cloud. Ground to cloud means that there are more electrons on the ground, so they are attracted to the greater number or protons in the cloud. Cloud to ground means that there are more protons in the ground, so the electrons move toward the ground.
