Let the other student join you. Free time is first come first serve. If your friend finishes and wants to play, maybe switch them out so they can play or find something new to do together.

It is okay to not invite everyone to your birthday plans, however it is not okay to be hurtful. This person's feelings are likely very hurt.

Instead, wait to share your invites until you have an invitations to put in planners. If someone asks if they are invited but they are not, kindly tell them "I could not invite everyone, but maybe we can do something else together to celebrate"

You should play with them! and if there are other friends you want to play with during free-time then invite them to join as well.
