Can a portion of the creative be compliant and still receive full reimbursement?    

No. If only some creative is compliant by choice, a broken out statement by video will be supplied and they will not receive reimbursement for the non-compliant ad(s). The dealer must also acknowledge in writing that they are aware they will not be reimbursed for the non-compliant ad(s).
