Legal Intervention
The Basics
100

You're in pursuit of a stolen 1982 Toyota Tercel at 1430 hours on Wren Avenue and School is getting out.

God help you if you don't know this

100

Suspect enters the wrong direction of the freeway

Should, believe it or not....by maintaining visual contact of the vehicle from the correct side of the roadway

100

If another agency pursues into Concord, what has to occur for CPD officers to join?

1.  Request from the pursuing agency

2.  Supervisor approval

100

What is PIT and who can do it?

Pursuit Intervention Technique...done by officers who have been trained

100

What is FERP and what does it mean?

Fire, Emergency Response, Rescue, and Pursuit - the times you are justified to respond Code-3

200

It's 0300, there's no traffic, and you try to stop a DUI. The vehicle flees at slow speed but is making no attempt to yield.

PIT or stop sticks

200

The suspect can be ID'd later

Should....think about it - we know who is responsible for the bank 211 with shots fired - would we terminate simply because we knew who did it?

200

If our help is not requested, what are we authorized to do?

Parallel, obey the rules of the road, and respond to termination point in Concord with the expectation either a) assistance is needed with the stop or b) to assist with a ground search of fleeing subjects.....both of these also need your supervisor's approval

200

Per CHP, how often do you have to certify in PIT?

One certification for life

200

Speed at which you can drive Code-3 (there are exceptions)

20 mph over the posted speed

300

It's Friday at 2200, you OV a shooting with man down at Thornwood 7-11.  The bad guy car goes over Bailey towards Pitt.  You know you're going to lose radio at the top of the hill.

Considering the severity of the crime and minimal radio loss, cell phone call to dispatch or your Sergeant is acceptable given the circumstances

300

When you're told to terminate

Shall, especially if you favor self-preservation

300

If CPD relinquishes a 10851 pursuit to CHP and the fleeing car crashes and kills someone, who gets the body?

CHP - we would relinquish custody of the violator if a more serious crime is committed in a neighboring city after we terminate

300

Max speeds and minimum width of roadway to initiate a PIT?

35 mph, 36 feet of roadway width

300

You should consider what factors when deciding to initiate or continue a pursuit?

Volume of veh/ped traffic, road conditions, location, time of day, weather, capabilities of your POS police cars vs. what you're chasing, and nature of the offense or emegency

400

It's 0500, you're the third car in a carjacking pursuit with zero traffic and perfect roadway/weather conditions.  Your siren becomes disabled.

Pull off because 'the unit experiencing the failure' must terminate their involvement in the pursuit

400

If a traffic unit is primary and a marked unit joins the pursuit, should or shall they relinquish primary position?

Shall

400
Clayton chases a car into Concord, we're asked to help....do we assume primary position?

No - we merely act as support, even if it is in Concord

400

Why should a DUI pursuit be terminated via PIT or stop sticks?

If a DUI driver is allowed to continue, the risk of the public's safety is greatly compromised.  Therefore, forcibly terminating a PIT pursuit is absolutely necessary

400

The goal of a pursuit is....

To capture the violator without unnecessarily jeopardizing life or property

500

You're ordered by a boss to terminate your pursuit of a CVS theft.

Immediately shut down lights and siren, turn onto a side street ASAP, and broadcast that you have terminated and are now traveling on the side street

500

Only two units (absent authorization of a boss) should or shall pursue>

Shall....unless given authorization by your boss (so don't try to sneak in, it's easily found out who was involved, their speeds, locations, etc)

500

Pitt chases a car into Concord, asks for help (which we grant) and allow two cars to join their pursuit.  The pursuit then leaves the city.  When do we pull out?

AS soon as practical once it is clear the original pursuing agency has sufficient assistance from non-Concord cars

500

What should we not PIT?

Motorcycles, bicycles, vehicles substantially outweighing our police vehicles, lifted trucks/suvs, buses, limos, hearses, cable cars, fire trucks....use your freaking head people
