How do governments use fear?
They use fear to scare the people into giving up certain freedoms so that the government can enact its agenda in some way.
Why are socialist executive branches large and expensive?
Because the government wants to provide a "good environment" and doesn't trust capitalists, so it regulates a lot of things and provides a lot of things, like schools, hospitals, day care, preschool, hospice, prisons, unemployment assistance, etc. They also redistribute the wealth taken from the rich through taxes.

Domestic manufacturers can sell more of their products, they have less competition and thus less incentive to do a good job.

Takes over everything, rules over judicial and legislative branches. It is large, strong, with centralized power.
