Why is water sometimes described as a mixture and sometimes as a pure substance?

Pure water (distilled water) is a pure substance because it contains only H₂O molecules and has the same composition throughout.

Tap water is a homogeneous mixture because it contains dissolved minerals, gases, and sometimes chlorine, even though it looks clear. 

Salt water is also a homogeneous mixture because the salt dissolves evenly in the water. 

Therefore, whether water is called a pure substance or a mixture depends on whether it has other substances dissolved in it.
