The American colonies required men of all classes to own firearms to participate in a universal draft to defend the state. They changed their position from being like England's policies (heavy gun control) to their own policies.

Who violated the weapon control law, and how was it violated? 

Julius Caesar violated the law by the standing army to assert his position and power over Rome as Emporer. The Weapon control law forbade military arms from crossing over the Rubicon which was a small stream that separated Italy and cisalpine Gaul. Julius Ceasar broke this by crossing the Rubicon in his attempt to solidify his power as Emporer.
