This simile is one of the most memorable quotes from Shakespeare because of how it resonated with many people and it is usually looked as Hamlet’s promise of revenge which he procrastinate on and contemplates . 

The simile basically means that Hamlet will get revenge for his father as fast as people fall in love or thinking. Shakespeare is using the fact the people sometimes fall in love at first sight as a comparison for how hamlet promise to act. 

This simile/promise also makes Hamlet contemplate his inaction in later scenes.
