The Council of Jerusalem was the first quasi ecumenical council in the Church which was over whether Gentile converts needed to be Jew first (circumcision and other laws). Peter, James, Paul, Barnabas, and other Church leaders were all there. It was decided that gentile converts did not need to be circumcised, but instead must not engage in unlawful marriages, eat meat of strangled animals, and not worship idols.
