Why do vaccines need boosted at least annually especially for horses traveling?

Horses who travel, or at boarding barns where other horses are moving in and out come in contact with horses, we do not know the health / care history on.

Disease can be transferred easily, and immune system can function poorly in stressful situations.  

Vaccines should be given early enough a horse has time to mount an immune response (several days to weeks) and over time become less effective (6 months and longer) and need to be boosted so a horse can mount a strong enough immune response to beat the virus.
