The Student Must: Contact emergency, medical, law enforcement and/or University staff promptly for assistance, remain with the person experiencing the medical emergency until assistance arrives, and cooperate with all emergency and law enforcement personnel.

You should NOT report this. This is permitted under the Non-Lethal Handheld Items policy. Students can have pepper spray and mace in the Residence Halls, but they cannot USE these items in the halls.`
