In bars 90 through 97, this is created through an accelerando and different lengths of rests in the accompaniment (syncopated chords).

Clarinet, trumpet, percussion, harp, violin, viola, cello, bass.

The composer uses a large part of the solo instrument's range to achieve this concept.
What is pitch?
Displacing the regular rhythmic stress to a weak beat.
What is syncopation?
In the opening sections, this is quite sparse despite most instruments playing. The sparseness is created by unison or minimal division in the strings. In the middle section, this is thicker as the strings move towards more filled out harmonies.
What is texture?
To achieve this concept, this work contains a short introduction, and is a one movement piece of four and eight bar sections.
