What is Command Responsibility?
Pertains to the care, custody, safekeeping, and disposition of Government property.
What is Responsibility?
Property not consumed in use and does not require property accountability but requires control when issued to the user due to it's unique characteristic.
What is durable property?
The Army's current accountable property system of records (APSR).
What is Global Combat Support System-Army (GCSS-A)?
Mandatory instruments used to assist Commanders and Primary Hand Receipt Holders in maintaining accurate accountability.
What are inventories?
Responsible for property in their possession
What is Personal Responsibility?
Pertains to maintaining formally prescribed property records for a property or sales account.
What is Accountability?
Property that is consumed in use or loses its identity in use.
What is expendable property?
Used by the PBO to assign property to a Commander or Primary Hand Receipt Holder (PHRH).
What is a primary hand receipt?
This inventory can only be conducted by the responsible officer, or a NCO, Warrant Officer, Commissioned Officer, or DOD Civilian appointed by the responsible Officer.
What is the Sensitive Item Inventory (SII)?
Responsible for all property in the possession of personnel under their supervision
What is Supervisory Responsibility?
Property is considered lost when it cannot be accounted for by the person responsible for it.
What is Loss?
Property that is not consumed in use and retains it's original identity during the period of use.
What is nonexpendable property?
Required whenever non-expendable or durable items are issued.
What is a Sub Hand Receipt (SHR)?
A 100% annual inventory of all property assigned to the organization.
What is cyclic inventory?
Responsible for all property for which receipted from the PBO or primary hand receipt holder.
What is Direct Responsibility?
Equipment damaged to the point of complete loss f identity or beyond the prospect of future restoration.
What is Destroyed?
Classification of Army property for property accountability purposes.
What is expendable (ARC-X), durable (ARC-D), and Nonexpendable (ARC-N)
Used to issue components to an end user.
What is a component hand receipt/ bill of material?
Conducted when the Primary Hand Receipt Holder is replaced.
What is Change of Command or Change of Primary Hand Receipt Holder inventory?
Responsible for property in storage awaiting issue or turn-in.
What is Custodial Responsibility?
Assessed against any person who fails, through negligence or misconduct, to perform those duties and where such failure is the proximate cause of loss to the U.S. Government.
What is Financial Liability?
Property required by MTOE or TDA and taken to the field or on a deployment by a unit.
What is Organizational Property?
Components are assumed to be present unless otherwise documented.
What is a shortage annex?
Cannot be conducted by the unit armorer or the same person consecutive months.
