Siem Reap is a tourist area which attracts tourist income which assists in supporting the local population and infrastructure. It is also in a more accessible area and access to a water source (Tonle Sap lake).

Rattanakiri = is in a remote and mountainous area that has a lack of infrastructure and resources etc

Phenom Penh= is a capital city that has access to a major river- the Mekong that is used for trade and access to other countries. Also, the city attracts tourists and is easily accessible to other areas. It has well established infrastructure etc.
