The failure of the international community to intervene in the Rwandan Genocide (1994) has often been criticised. Despite the UNAMIR existing in Rwanda, it was often unable to act. Name two key reasons why the UNAMIR was unable to intervene effectively.

1. The UNAMIR was not accorded a Chapter VII Mandate, but was only given a Chapter VI Mandate, meaning that it could only offer Humanitarian Aid.

2. UN Member States were reluctant to accord more power to UNAMIR after the devasting consequences of UNOSOM II, a chapter VII mission that led to the deaths of many UN Peacekeepers.

3. Lack of Manpower in UNAMIR.
