The Game Makers change the rules to allow multiple tributes from the same district to win the games. Katniss finds Peeta and they survive together. Then when just Katniss and Peeta are left the Game Makers change the rules again to only one overall winner. Instead of allowing this, Katniss and Peeta threaten to eat poisonous berries and are declared both winners.
