Why hasn't Bashir been arrested yet?
Bashir has not been arrested yet due to the non-cooperation by states, some countries have refused to arrest him during his visits. He has political support, certain nations have shown support for him, hindering enforcement. A lack of enforcement mechanisms, the ICC relies on member states to execute arrest warrants, and not all states comply.
